数据要素正成为经济社会高质量发展关键动能。从历史演进规律看，每一次划时代的生产力飞跃，均由关键生产要素的革新所驱动，农业文明土地与劳力是核心要素，工业文明依靠资本与技术，而正在蓬勃兴起的数字文明，其核心驱动力正转向数据；从国际格局演变看，数据主权已成为国家综合竞争力的重要体现，直接关系到一国能否在未来全球竞争体系中赢得主动、塑造优势；从国内发展需求看，数据要素已深度融入生产、分配、流通、消费等各环节，正引发生产方式、社会结构和治理模式的重塑，成为突围破局的重要抓手、价值创造的重要源泉、赋能发展的重要动力，对于促进科技协同创新、产业转型升级、区域协调发展、社会精准治理等方面具有“四两拨千斤”的作用。
